I've tried and tried :rant: but I have no idea how to do something like this:

I have PS and PSP 8...

The background is just some brushes with a 2px stroke added to them. A cut out psd of hilary duff. And a rounded box with less than 100% transparency set to it.

I remember those brushes they were quite trendy last year, unfortunately the owner has moved domains several times. I forgot where he is situated at the moment. The psd is just cutting out the background with the "select" tool. The box is the select tool but for the square, afterwards you just round it off on the sides (select >> modify >> smooth). these instructions are for PS

You can get those splatter stamps, not brushes, at paperxheart.net - at least thats where mine are from.
