Ok, here's how I do it. There may be a better way, but this is how I've been doing it.
Note: I'm using Paint Shop Pro 6.
1)Have your pic/image ready to colourize.
2)Click on the Freehand Tool button. Set the feather option to 50 or so.
3)On your image, select the area you want to colourize. Then, go to Colors>Colorize and play around with the Hue and Saturation. When you're satisfied with the colour, deselect.
4)Repeat step (3) at different areas for different colours
5)To get that blend effect, let the colours overlap each other a little.
6)Then you can add effects such as Blinds and Mosaic to make it more interesting.
Done. It may be an amateur way, but it works. ^___^
I hope that helps.

u can do this for gradients, it'll give you a bunch of colors
1. open up the image
2. then create a new rastored layer on top.
3. click the fill tool and choose gradient.
4. fill the new rastored layer.
5. Now set that layer to overlay, or soft light or whatever you like. You can also change the opacity.

on the first blank layer fill it will a gradient
create your next/other layers with all your images on them
(Note: for some of these images the inputting images have masks applied to give the blend effect to the edges, each image is done seperately before applying to the main image)
create a new layer and fill with gradient inverted and select this layers properties and select blend mode to whatever works for you (default is Normal)
Good tuts on masking & blending images would help you on this, there are tons of them around but try this site it has tuts on basically everything http://www.psplinks.com/
hope this helps
