These tips focus on making your websites look good.
Try to avoid the scrollbar colours. If you do change them make sure they match your sites colour scheme.
Try to set out your layout in an appealing design. Don't put everything in a long list, split your page, add a menu.
Use CSS, but don't go crazy.
Keep the images down to a low, unless your selling or showing screenshots. Don't use border images, use: border: 1px solid black.
Keep your colour scheme down to a maximum of 16 colours. A website that looks good usually only has 4-7 colours. If you do use multiple colours, make sure they match.
Don't make the page completely boring, make it a little fun.
Don't go crazy with the fonts. Avoid: Comic Sans, Trebuchet MS and similar fonts.
Keep the font sizes down to maximum 14pt in paragraphs.
