What looks pleasing to the eye?

It depends on what kind of site you have. Personally I like simple layouts, with easy to read text, and easy navigation. Thats just me. Another person may like tons of graphics cluttered all over the place. Remember, its YOUR website and you can do whatever you want. Make a layout YOU like. ;)

I'd recommend tables over frames because I've had bad, personal experiences with frames.

Whatever you like. Like a celeb you like. Or just colors you like. Or if your creative, maybe you should draw a vector animal or something. Again: whatever you like. And, if you saw any sites that you liked, do something LIKE them, don't copy ;).

Me perosnally, I like I-frames-and that is EVERYWHERE! Iframes for menus, Iframes for blog, iframes for (nearly) everything!

i, personally, like div layers and tables, just b/c u cant get "stuck" in them like frames..... ugh!

I like frames because if they're used correctly, they can make the site easier and faster to navigate. If you have a personal site, you can use graphics of people/things you love. If you don't want to use graphics, write down some of your favorite colors and then go to a site with the color codes. Try to match up some of your colors to use on the site.
