How do you make banners like these????

Please help me. I know these might be easy to some of you, but to me I'm lost. I realize I might have to download some brushes or tubes or um whatever they are (heh, I'm new to all of this), but I'm trying to start a banner business for making banners for those at harrypotterfanfiction.com. Yep, I'm a Harry Potter fanatic, but...oh well...I might make other banners.
Oh, and animation works for me too. I just recently learned how to make animation, so if the tutorial or whatever calls for animation, it'll be fine. Erm, well, thank you very,very, very (plus 100+ very) much!

(Bleh, I forgot to tell you I have Paint Shop Pro 9, but I suppose the other versions might work...although I can't find any of the buttons the tutorials are talking about. Go figure. But I'll dig for them if I must...)

It seems to me that they are just blends, or at least the first and third ones. Maybe the flowers in the first are brushes but "blends" as they're called are just a whole bunch of pictures "blended" together. pixelfx.org has a couple of great blending tutorials that I think would be of much use in your situation. :)

The third one has a lot of grunge.
you can do that with grunge brushes and then blend in the pics

Well, if you have an Apple computer (which I don't), you can use Adobe Photoshop to make banners like that.How do you make banners like these????

Yes, They used special effects, like certain brushes ((Grunge)) and u can colorize and all those. If you don't know how to use these effects you can search on google, as i have found many good turitorials before.
