I have some pictures I'd like to make look cartoonish, and into vector objects for my website. Is there a tutorial for this? I'm using PSP 9 but also have Fireworks and Photoshop installed.

Crap, i had a long thing typed out but I lost it =/
That tutorial is for illustrator. Adobe Illustrator is a true vector program. But you can mimick the "look" of a vector using other programs. Just read that tutorial and then you should be able to do the same thing in one of your other programs.

Yes, you can create a vector from a photograph.

That star-beams.org one is REALLY good. I took a look at it and she went into GREAT detail and spent a lot of time writing it. You should definately check that one out =)

you basically scan a graphic in, like a drawing ...
then you pick the pen tool and go overwriting those "lines" with the pen tool ... so you basically build a layer on top of the graphic and try overwriting the graphic.
