You need a graphics program, like Paint Shop Pro, Photoshop, or the GIMP.
Then try something called "tutorials" and "Google".

Okay, what you really need to do is have a starting point. For instance, those graphics look as though they came from real pictures. Starting with the real picture or a picture you got somewhere else, you can use photoshop to touch up or add your own special fling to it. You'll see what I mean once you get started.

um.. i dont quite get it.... like how did they get outlines and stuff for the layouts and moved and under construction etc and how did they get those lines in the background? how did they make it look so cool?

That's part of the web page layout. That would require work on the actual page you are working on. You do mean the background, right? Because that's not part of the graphics thing, that's part of the background. Sometimes you develop the background on the actual website itself. It depends. I don't really do backgrounds, I just do graphics. People who get really into website designs could tell you. I still run from geocitites and yahoo groups. Lol. Sorry I can't be of more help.
