For a start you will be needing a flash program for exampl Macromedia Flash MX. You will then need the images you want to move in sequence. And then you need to motion tween them once you have added them all into a blank keyframe. Hope this helps and gives you an idea on what you have to do.

ok so al i gotta do is put the mpg video in gimp and like fix it to kinda look like that?

I don't think gimp can open mpg-s. I found a plugin for that but failed extracting and installing it under windows.
The only way I can think of is to make screenshots of your video and then put them into gimp.

i downloaded animation shop and when i try to but the video in it it freezes my computer for like ten mins and the after it says it coulf not do it. and i dont think the person that made that did not talk like a whole lot of pics because that would take forever. would'nt it?

With as many layers as this one (smth 60 or 70, don't remember exactly) it probably would indeed unless you find a program that opens mpg-s or a plugin to do that.
