i just bought a domain and it has c-panel. But what i am doing is letting people in my family put their websites on my domain server thing. What i was wondering was if there was a way to set up accounts for my c-panal with access to less parts or if there is a way to set up kind of like a file manager. This is really important, so if anyone could help me i would appreciate it.

There should be a place in your CPanel that says subdomains and you can create subdomain accounts there (yourdomain.com/subname or subname.yourdomain.com). :)

Make sure your domain has enough space :buckt:

Accounts as in FTP? You can set up FTP for them so they can only access their individual folders or subdomains. :) For file manager, I heard of an online file manager you can install for your family members to edit, upload, delete files if they cant use FTP. I can find it for you if you want. ^^

Depends on your host. With my site, each user has their own cpanel that's the watered down version of mine, where they can only view the stuff within their own account. Ask your host about it, they'd know more than we do.
