If you're asking how to create this animated pictures, I think you need a gif creator. I don't think photoshop can create animated gifs. (I may be wrong.)

I dunno if it's just me, but even if I search it in Google and click on the link, it comes up with that page saying 'The Page Cannot Be Displayed'. Does anyone else know how to do that effect or another website that tells you how to do it?
