You can contact the webmaster and ask to be affiliates, or apply to be affiliates if they have a form of some kind.

there are fifty billion names that you can call links. generally when I see "affiliates" they are sites that have something to do with each other... Then you have regular "exchanges" where as long as you put a link up on your site, that person will link you on their's.
