I'm not sure if you can do it with html or css but you can always get free polls and so on at places like www.bravenet.com (http://www.bravenet.com). Try checking out the "Goodies" section of the forum too.

correct, html and/or css cannot create a poll. you need a serverside language like PHP or a remote hosted script as like bravenet.
