hey does anyone know how to create layers under other ones?

Well, when you open Photoshop, you should have a layers palette. At the bottom of that palette, there are little icons... click on the square icon next to the trash can icon and that will create a new layer. The keyboard shortcut is ctrl+shift+N. To move the layers so they are on top of or under other layers, just click on one of them in the layers palette and drag it up or down.
