I suggest Google. I don't use PSP but google has an answer for everything. Search for PSP tutorials and see what you find. I used to know a few places, but I think most of them have been shut down...

EDIT: meh, I lied. www.chewedkandi.net has some, though they are for PSP 8 they should work fine with few differences. I believe that www.xentrik.net has a few as well, though not nearly as many.
