Those are ELITE cliques though as you said, only about 1% of cliques online are elite ones. Normal cliques allow anyone to join, it's just like a way to join people together who share the same likes and dislikes and opinions etc. You apply at the main website, put up an image on your site to say 'i am against discrimination' (or whatever) and then that website lists you.
