I was able to see chinese text on the web, until I install this chinese program. I have since deleted the program but now am facing this problem:

I have downloaded every single "chinese fonts" pack from IE, tried the encoding thing, nothing works.

hava you tried going to 'View' --> 'Encoding' --> 'More' and seeing if chinese is listed as a choice?
