If you were using Netscape or some other browser that doesn't support colored scrollbars, what happens? Will it just not show up or will the browser crash or something like that?

I would answer this for myself, but the only browser I have access to is Internet Explorer.

Yes, Since colored scrollbars are an IE attribute only IE can display them. So the normal scroll bsr will show up and it won't crash the browser.
