They have a header at the top and the background FROM the header repeats to the right. Is that y? Or HOW would one do it? :).

which header are you talking about?

I don't see a header that is at the top, and also repeated on the right.

Assuming you're talking about the two blue lines that go across...
Make an image withthe header and the part you also want to be repeated across. This will be just a normal image on the page.
Then make another image with just the part you want repeated. That you set as the background image, and tell it to repeat-x (more about that on the CSs page http://www.lissaexplains.com/css.shtml)
