what i always do in photoshop atleast is this:
i open a new image, 10 pixels by 10 pixels.
I pick the pencil tool and draw a line from the upper left corner till the down right corner.
then i hit ctrl + a to select all (make sure your background is transparent)
then i go to Edit > define as pattern
then on the image you want those lines, you make a new layer, click on the "bucket" and fill the layer with the pattern you just made.
But i'm not sure if the gimp has an option to make patterns ? an other way would be to fill the whole image with all those little images, but that's a pain really. Try the help files to see if there is any usefull in there about "patterns" :)

no no, i don't think you understand it really :)
you make a seperate image, and draw a line on it, nothing else.
it will be your "template" and that line you can give the colour black, or pink or whatever you want.
Then when you define it as a pattern, and go back to your original image, make a new layer on that one and fill that layer with the pattern then the lines will show, but the background is transparent so it will show the original image below.

One possibility would be to create a brush, then change the opacity of the brush to 50% or so. Here is a a quick brush tutorial with brush image (http://www.livejournal.com/community/sweet_brevity/16781.html).
