This is my first tutorial, just to warn everyone. :)

1. In Adobe Photoshop, make a 500x500 image.

2. Go to Filter > Render > Clouds

3. Go to Filter > Pixelate > Pointillize
Cell Size: 95

4. Go to Filter > Stylize > Emboss
Angle: 135
Height: 3
Amount: 100

5. Filter > Stylize > Glowing Edges
Edge Width: 2
Edge Height: 6
Smoothness: 5

6. Filter > Artistic > Neon Glow
Glow Size: 5
Glow Brightness: 15
Color: 0000FF

You should have something like this now:

7. Now, using the rectangular marquee tool, select an area that looks the coolest to you.

8. Go to Image > Crop

9. After adding some text, this is what I got:
