Well o.o i have my layout cut up and anything..but i have NO clue what the code i need to use to put it all up

that is the way i want mine to look ( i have my own layout and stuff ) i have all the widths and stuff..but i dont know the code. its frames..right? When you click on the links it shows up in multiple little links on the right show up..

To get rid of the borders:

You'll have to mess with the percent numbers to get them to stick together, or try using pixels (http://www.lissaexplains.com/frames.shtml#width) instead of % numbers.
