i was thinking about buying psp 8 or 9 but i donno the difference since i never used the program. Does anyone here know about the program and can tell me whats the difference? Which one is a better deal? :)

Might as well go with PSP9. PC Magazine named Paint Shop Pro 9 "Best of the Year" in the Image Editing—Serious Hobbyist category.
PSP8 will be cheaper, of course, but some features that PSP9 users absolutely rave/love about is:
- New tool to remove digital camera noise.
- One touch photo fix.
- New Art Effects brushes.
- Interface with tabs for open image files.
- New colour swatches.
I'd upgrade instantly to PSP9 if I had the chance and money (I have PSP8).

IMHO I would go with 8. It is much less buggy than 9 and the way things are looking (according to some of those in the know) Corel will probably drop PSP anyway which means no other updates to 9 either...but who know for sure. Also, I think that 9 was a rush job and came out way before it was ready because of the impending sale of the company. If you hang out on other PSP forums you will find a lot of unhappy people who feel the same, but then too you will find those who love 9 (usually those who haven't used a previous version)
That being said, 8 comes with more presets for its effects and the only other difference is the new painting feature in 9 (which I haven't figured out yet lol). If you are not into things like oil painting then go with 8.

I agree with Rae on the "bugs" though. You might want to wait just a bit more for any "updates" of PSP9 versions.

just curious im using GIMP to make layouts for my website right now. and is psp way better or only does a little more stuff. and is there another program that would be better then the two to make layouts?

GIMP is more like Photoshop, I believe. A lot of people call GIMP the free Photoshop alternative.
A lot of people will agree with me when I say that Adobe Photoshop owns all in the graphics software category.
