i suppose you mean the translucent part. If so add a new box onto your excisting image and set the "transparency" to somewhat 50 or something so it's slightly see-through. If i'm right you can see the transparency in the layer window.

the way i do that is make a rectangle with just a border.
It will be a vector. Go to your layers and covert to raster layer.
Then use your magic wand and click inside the rectangle. That will select the whole inside of it. Make sure feather is at 0.
Create a new layers and then choose a color, probably a shade of gray and fill your selection. Then change the opacity until it's where you want it.

Hope that helped.

the tools haven't moved from version to version :P
it's just draw a shape, and set transparency/opacity to 50. that's all !

If your image is a .gif file go to image->increase color depth->16 million.

If not just do this:

1. Go to Layers->New Raster Layer
2. Get the rectangular selection tool and draw your selection
3. Set your foreground color to black and get your paint bucket tool and fill the selection
4. Go to selections->modify->contract enter 2. Hit the delete key.
5. Add a new raster layer (like before) and fill the selection with white. Lower the opacity of this layer to what looks good to you.
6. Merge layers.
