I was wondering if there was another way to make a cool page transition without using the META codes that were banned or whatever. Like, fade into or a star or anything would be great.

No. Well, I guess it could be done with Javascript, but I have no idea if Javascript codes that are similiar to META tags even exist. And even if they did, someone would have to edit it so that it'd work on Xanga.
