well, you chould always search google for your site style, for example if your site's goth you chould search for 'free goth website templates' or something like that :)

What program do you use?
depends on personal preference.

many people have learned that hand coding using a text editor like notepad is quite efficient and beneficial.

some people still like to use an "easy" page maker like frontpage or dreamweaver, but then that leads to some problems that have to be solved using hand coding anyways.
