On Jasc PSP9 I want to have some white text with a blue background using redsensek *cant spell it* how do i put the outline on it?

I have psp8 but im sure it should work for yours too. First open up a new document and fill it with the color you want then make sure that when you use your text tool its under floating then you can go to selections modify expand and i usually choose 1 for small fonts. then u can cut that out and your text should be outlined.
