I want to paste a picture onto my background but when I do I lose the background and the picture moves in its place...someone told me that I need to "put it onto a different layer and merge layers" but I dont know how to do that. Anyone help?

I use PSP 8, but I imagine it's somewhat the same. At the top menu, (file, edit, view, image, etc) there should be a place that says "Layers". Click that and then select "New Vector Layer". Then paste your picture... Hmm... Under PSP8, when you paste a picture, it automatically becomes a new layer. UNLESS, you're going to Edit--> Paste--> and selecting something different. Anyway, if the layer menu isn't displayed, you can simply go to Edit--> Paste--> Paste as New Layer. There are also hot keys you can use, but it may be different with the new version...
To merge layers, you can head over to the "Layers" menu. Or, go to View--> Palettes--> and click "Layers". Then you can customize the layers using the layer palette that displays.

yea that, or when you go to 'paste' just choose 'paste as new selection'. you'll be able to move it once you've pasted it.
