Does anyone know if you need to register to have a weblisting website? Like for official fanlistings you need to goto http://www.thefanlistings.org. How about WebListings?

Yes, either way you still must apply(join) to it!

applying to thefanlistings.org doesn't make it 'official'- about all it does is get you a link in their database. so you don't need to apply there just to have one. for any kind of listing site, you don't need to apply anywhere, but if there are sites like thefanlistings.org, it ight be beneficial to do so just so you can get some traffic to your site.
