It depends on what kind of adoption guild you're doing.

Most adoption guilds take pets from the pound, make them smarter, paint them, and level them up. Then they put them back in the pound to have a better chance of getting adopted.

Is this what you're trying to accomplish? If not, please elaborate. :)

To do this, you're going to need a decently sized guild fund, for the faeries, codestones, books, etc. I'd suggest you build up a fund before you start the guild, unless you have resources available already.

Another way guilds do it is if other people look on their website and the guild posts up the pets available for adoption (some of which are painted, all smart, strong, etc.) Then the person gives the msn or AIM sn to a guild member who is giving the pet away so they can set up the right time to trade it, it takes perfect timing in order to get the pet to whoever wants it. It could mess up sometime. I agree with aerith, you need lots of money.
