wow if there is I want to know to. Never seen any glowing ones. As for transparent if you use iframes you can set them to transparent but only ppl with certain browsers can see em.

if it was transparent, you wouldn't be able to see it at all :P I think what you mean is translucent :)

with regular scroll bars, no. you're pretty much limited to solid colors. to do anything else, you will have to use graphical scrollbars with a language such as DHTML- search the forum for more information on them.

well yea, there are transparant scrollbars..you can make different parts transparant like the arrow or face color

you can't make those parts transparent- you can only match them to the color of your background. but you wouldn't be able to see a patterned background through the normal scroll bar
