you can do image maps or you could have pictures lined up and linking to different pages of a site! if u want an image mapper you can go and get a free trial for jasc paint shop pro and use this site for help or check out darkest faerie lair, their tutorial is pretty cool

u could go to http://www.pcoward.com/imagemapper/ they have a free image mapping program.
