I've seen portal's written in php. I also think that's the only thing that they can be written in and still be called a portal, but i'm not real sure about that.

Most forum software comes with portals already written into them, you just have to turn them on. Have you downloaded forum software or gotten a free host such as proboards.com, invisionfree.com, or clicdev.com?
