I'm very new to Photoshop, and I don't know much about any of it, just to make that clear. And, in case it comes up: I have NO idea how to make layers work.
I've started scanning sketches to outline and colour on PS7.
I use the round brush tool at 2px to do outlines. However, I find the lines are too thick for my liking at 2px, and too jagged at 1px. If I use the blur tool on the 1px lines, they're too blurry. All I want is a fine, narrow line, like in this picture (which is copyright to the artist, obviously):

Is it possible to get lines that pristine and precise in PS7?

i'm positively (sp?) sure that that person who made the graphic has used the pen tool. With the pen tool you can make curves etc aswell.

as for the layers. Learn yourself to work with layers everytime :) i really can recommend it to everyone becuase when you ever make a mistake you just delete the layer that contains the 'messed up piece' and no harm is done to the whole image. In the layer palette you see a little icon that looks like a white 'document'. For every new 'thing' you add to your picture you make a new layer by pressing that little icon button. When you click double on the name of the layer you can change it's name aswell, that's handy when you have loads of layers so you can name them to whatever that layer contains (example: "hand" when it contains a part of a hand)
If you keep on working on one layer then when something is messed up you can do a few times "undo" but that's only like about 10 times. Then nothing can be done anymore.

I, personally, think that the pen tool isn't too easy to use.. for vectors its awesome though... :) and making it the old fashion way is waay cooler anyway.. :buckt: *just my opinion* I never use the pen tool for such small objects... anyway, just wanted to give advice...
