Is there any way to make a layout that will look good in all resolutions? If not, what size should I make my layouts so that they can be viewed normally by most people?
PS: What I want is an image that will fill up the whole screen no matter the resolution that my visitor has. (Not a tiled bg image, I drew a big one in PSP7). I'm filling it with image slice/mapping/css/iframe. I make the image and then there's always a lot of blank space...I'm so frustrated!

To be honest about your question, there's really no way to make it good in all resolutions. People nowadays are using something higher than the traditional 800x600 or 1024x768 resolutions (monitors are cheaper and they keep getting bigger). So no, there isn't a way to make it look good for all audiences.
About your image, there's no way really. But if you make your image fit in a 800x600 resolution, visitors with a higher res will be able to see it. If there's a lot of 'white space' when you view your image/page, try adding something like a background or some filler brushes, just to make it all cozy & not 'spaced out'. You could make a slpash page and then have your site in a 800x600 pop-up window.. This would ensure that your site would look fine in res' 800x600 and above..
Also, you can make sure that the layout FITS in an 800x600 screen while making a corner frames layout. Those tend to look better simply because if you had something in the middle in such a huge resolutioned screen, it would look rather... peculiar. Another thing you could also do is use tables that are centered and around the width of 580 pixels.

NEVER make an pop from 800x600 because that's a real pain to view it for visitors with 800x600 resolution
for 800x600 you can go to 780 pixels width (that's the width that will fill up the entire screen)
higher then 780 pixels width will make the scrollbar appear
