I'm having trouble with my 2 menus, what I want is both of them to be at the top, but 1 on the left and 1 on the right. I have no idea whats going on now. Here (http://www28.brinkster.com/ienei/layout/layout.shtml) . Please help.

you are merely telling the table on the right to stay on the right... there is nothing there telling it to go to the top of the page.

try putting another table around those tables, like this:

<table><tr><td valign="top">your original left table here</td><td valign="top">your original right table here</td></tr></table>

and for anything that goes in the middle, add another <td> tag.

I don't know if this will work, but that's what I think will.
