Now, for this tutorial, I used Paint Shop Pro 8. This will most likely work with other versions of PSP.

Steps:
First, open up your image that you want the soft glow effect on. I used a PSD of Catherine Zeta-Jones.

Go to Layers >> Duplicate.

Now go to Effects..Like my psp, this effect may not be under the listed categories. Go to Effect Browser >> Blur >> Gaussian Blur..Now, on the right side of the window you will see 3 buttons. Apply, Modify, and Cancel. Click on "modify" and change the radius to 5.0. Click OK.

Go to your layers pallet. On the layer 1 copy, set the opacity to around 60. (I used 66.)

Now, click on layer 1 again. Go to 'Layers' at the top >>duplicate. Go to the Effect Browser and go to the Gaussian Blur once again. Click 'Modify' and set the radius to 2.8. Click OK.

Back to your layers pallet. Make sure that the layer with the gaussian blur of 2.8 is 2nd on the list. Set the opacity to somewhere between 18 and 30. Whatever looks best to you. I chose 25.

Now go to Layers >> merge >> merge visible.

Now you have a beautiful, soft glowing image that you can save or paste onto something else!
