Okay, this is kinda complicated and it may not even be possible. I would like to know if it is at all possible to do something a little nifty with the background music.

First off, I have it set up just like Lissa's code says. The one with Autostart=TRUE and Loop=FALSE (my current settings). However, I wanted to know if it is possible to have a pop-up window when someone first visits the site and asks them if they want to hear music or not, so that way, if they choose yes, it will automatically start; and if no, it won't start.

This is sorta on the Javascript Side. You would have to look up Javascript Pop up windows. Then you would need a JS music player.
