This is a Photoshop tutorial only

1.) open the image of your choice

2.) Now desaturate the photo ( ctrl+shift+u )

3.) Change the Contrats & Brightness to whatever you feel is best ( i used brightness -18 & contrast +19 )

4.) Press CTRL+U, make sure Colorize is checked, then change you settings like below
Hue 38 - Saturation 16 - Lightness -26

5.) Duplicate the layer and set the it to Overlay (right below the layers tab you can do that)

6.) While you have the duplicated layer highlighted, goto Image > Adjusments > Levels and use these settings below (make sure the channel is set to RGB)
Input Levels: 84, 0.81, 238

7.) Press CTRL+E to merge these layers

8.) Filter > Noise > Add noise and use these settings
Amount: 3.00
Distribution: Uniform
Make sure monochromatic is checked

9.) Now AGAIN press CTRL+U make sure colorize is checked
Hue 31 - Saturation 28 - Lightness -21
