Ah!! Why can't I apply filters or anything to any of the pictures I get off of neopets? I'm trying to apply the Mosaic filter to one of the backgrounds on the site, and I can't? What am I doing wrong?

Okay..if this is on PSP8...what are you pressing? You may just not be doing it right...Because I know you can alter them..I have.

hmm.... thats tough. I am sorry, i don't know. I don't usually do suff like that...and I don't have PSP, much too expensive. (and complicated)

If you have PSP, go to "layers" and go down to promote to layer, that way you can draw on it because originally when you save it, the picture is in the "background" layer.
