Is there any way to do the effect like used on this image: http://pictures.greatestjournal.com/userimg/925307/213177 in Photoshop. I know you can do it in PSP, but I only have Photoshop.

i think it's easier in ps you just have to tinker around with ps i had it but it got deleted otherwise i'd give u a tutorial.

Looks like dither with low opacity to me....
