Aside from those, there's brinkster.com (http://brinkster.com), the only one I can think of that has no ads and gives you 30mb of space. I do recommend starting here because it's way better than geocities.

You can make a website anywhere, it's just the coding and whatnot you put into it.

And I'm not Lissa, but I'm going to assume she made her website in notepad. ;) She had a paid host, so it's a little different.
