What i see from her source code is that she uses several frames (more then one page) to get that effect.

She just has split up her navigation into several parts, and made each part on a page. Then set up an frames page and add those pages inside the frames and they appear.

I wouldn't know the exact way, because i'm kinda confused about the way she used more then one frame pages (as what i can see) so i can only say this site is made with frames.
