Your post isvery unclear. I suggest you have a look around lissa's site. She has very usefull information about HTML and a lot of other cool stuff.

I would suggest a simple table layout:

<table border="0" cellpadding="0" cellspacing="0" width="100%">
<tr>

<td width="20%" bgcolor="#9900CC">NAVIGATIONAL CONTENT</td>

<td width="80%" bgcolor="#FFCC99">MAIN CONTENT</td>

</tr>
</table>

Change the hex code (colors) and the capital text to whatever you want.
