Can the purple section with the yellow stars please be the navigational toolbar and the content section the place to put all my text content? Thank you so much if you can! :)

My suggestion, div layers. You could put a div layer over the part that is the navigation, and one that goes over the content. Or you could use an Iframe for the content, either way works, and with an Iframe you don't have to code out the layout on every page, just what will be inside the content area.
