i know i can use scrolly letters, but are there any other ways to make them?

and i also want to know if i can make swirls like this on psp7:

you can do that in psp I'm sure. It looks like the makers of that site have used something like adobe illustrator for those graphics, but a kinda similar effect can be achieved in psp.

I am not greatly familiar with psp, I've not used it in a while... try fiddling around with the line drawing and shape drawing tools, such as the 'bezier curve' option in the line draw tool... Or if you have some letters you like the swirls from, type the font letters into psp, rasterize the layer, and see if you can do anything with a copy and pase method...

That definitely looks like an Adobe graphic. But I think you could make something similar in PSP ;)

I'm pretty sure you could do that in PSP7. Try going to http://www.dafont.com/ and find a swirly wingding font you like and use that (size > 150, most likely).

For the background, first find a picture with colors you like, then just blur it a lot. Use the pixelate option under Effects, and set the block size. Then, using the lasso tool, set your feather to about 30-40, then select a small area on the picture. It should expand by whatever feather number you chose (I'm sure you know this, I'm just saying, in case). Sharpen the selected area 1-3 times until it pops out a bit.

For the text, set your layer to Overlay.

For the flowers, find a picture you like, cut it out and paste it into a new layer (or delete the space you don't want around it), set the opacity to around 80, and rotate them if you wish.
