Okay,

I've got this figured out. The only problem that I am having is that when you click on the links, and right now, the only page that I have up is "Contact" and it pops up into a new window. How do I get it to open on the index page? Where it has the 'Welcome' column? You can view the layout here:

if you want only the small part change then you have to OR use an iframe, and target the pages to that part. OR put the layout on every subpage.

So the index.html will be with the welcome text, then you copy the whole layout and paste it into a new document. Replace the welcome text with the contact info and save it. Then it looks like the content will only change :)

The second way however is a bad way for more subpages since if you need to change one thing, you need to change every page.
