Use a paint program like the ones at the top of this forum or Photoshop/Paintshop Pro. You can animate it in image ready which comes with photoshop or some other software.

Get a paint program like PSP or something, and open up the base for the doll. Then you just have to use your mouse and draw clothes and hair and such for the doll. There's tutorials for that out there somewhere, I'm sure, just go search Google. For the animation, there're programs that you can use.'

If you don't want to have to draw everything yourself, there's plenty of dollmakers everywhere, you just have to go search Google
