It looks like the used a custom filter or made their own pattern and changed the blending mode.

to make a custom patter you just make a small image with a tranparent background and paint in what will make up the patter. Then you select the whole image and go to edit> make pattern. Then you double click the layer the image you want with the pattern on it to open the blending options. go down to pattern and choose the pattern you made :)


to make skinny diagnol lines you can make a pattern like above if you want to fill the whole page or you can use the pen tool. There is a line option right below the window menu near the top.

TIP: to get it exactly diagonal hold the shift key. You can specify the pixle width of the line as well.


As for the sparklies.... I dunno what you mean so...
