I highly doubt they would remove such functionality, so I would assume it's still possible in 2.0. Basically, all that site was saying is that the layers (and I know layers are still supported) are the animation frames. You don't have to do anything special to it, technically, in order for it to be animated. Just make your image with each frame on a separate layer, make it indexed (Image > Mode > Indexed), then save as gif and you'll be presented with the option to save as animation. You can adjust the time (in milliseconds) and animation type (combine or replace) by just including that in the layer name (i.e. "New Layer 1(100ms)(combine)").
