What is the best way to cut a background out of an image without having a jagged edge?

I guess it wouldn't depend what it looks like. If you're asking I'm assuming you mean something that isn't a rectangle or square right?
You could try point by point or feathering if you plan on putting the part you are cutting out onto another picture.

I'd just say zoom in really close and do it very carefully with the point to point tool :) You can also add an antialias or a bit of feathering so its a little smoother.

you could trace around the image with the polygon lasso tool (if you have PS or PSP...) and then invert the selection (which changes the selection to the background) and hit delete... Or, if you have PSP, i know they actually have a background erasing tool. If you don't have any of these programs, you can download Adobe Photoshop at www.adobe.com (http://www.adobe.com) and Paint Shop Pro at www.jasc.com (http://www.jasc.com) both of which are 30 day trials.

type the letter "S"

then it should be selected in the toolbar thing

then click the arrow and find the blue lasso thing.
